Son of Rev. R. B. Bourne, George was ed­u­cat­ed at Eton, and at Christ Church, Ox­ford (BA 1863, BCL 1866, DCL 1871). Tak­ing Ho­ly Or­ders in 1863, he served as As­sist­ant Cur­ate of Sand­ford-on-Thames (1863-5), Head Mas­ter of St. An­drew's Chard­stock (1866-74), and as of 1886 was Ward­en of that school, which was trans­ferred to St. Ed­mund’s, Sal­is­bu­ry (1874-85), Chap­lain to the Bi­shop of Bloem­fon­tein (1879-98), Sub-dean of Sal­is­bu­ry Ca­thed­ral (1887-1901), and Trea­sur­er and Pre­ben­da­ry of Sal­is­bu­ry Ca­thed­ral (1901).
